Case Study:
Cube Environmental

£22m Asbestos Surveys Lot and an overall evaluation score of 80.44%.

About the client

Cube Environmental is an established environmental consultancy specialising in asbestos surveying, inspection, testing and compliance services. The company operates across the housing, construction and public sectors and has established experience delivering asbestos services to local authorities and housing organisations.

The Challenge

Cube had built a long and successful relationship with the London Borough of Havering, having provided asbestos inspection, surveying and consultancy services across the Council’s housing stock.

In 2025, the Council launched a new Compliance Works & Services Framework which included a £22m Lot for Asbestos Surveys. Securing a place on the framework was highly important to Cube, as the opportunity had potential to make a significant contribution to their future turnover and strengthen their position within the public-sector market.

Given the value and strategic importance of the framework, Cube needed a bid that not only demonstrated its technical capability and experience but also presented compelling evidence against every aspect of the evaluation criteria.

What We Did

Cube approached TenderHelp in April 2025 to provide full bid management and bid-writing support for this high-profile opportunity.

We provided end-to-end bid management and writing support, taking responsibility for coordinating the submission while working closely with Cube’s management team and Subject Matter Experts (SMEs).
We appointed a lead bid writer who led a detailed kick-off session to understand the opportunity, Cube’s existing relationship with Havering, its strengths and differentiators, and the requirements of the new contract.

We undertook a detailed review of the framework documentation, including the specification, evaluation criteria, scoring methodology and submission requirements. We then conducted an evidence gap analysis and issued a structured Information Required checklist, identifying the technical, operational, quality and organisational evidence required to develop the strongest possible responses.

Working closely with Cube’s SMEs, we identified the strongest evidence, experience and differentiators to use throughout the submission. We cross-referenced the tender requirements within our responses where appropriate, to show clear alignment between Cube’s proposed approach and the Council’s requirements to the bid evaluators.
To strengthen the submission and make complex information easier for evaluators to understand, we also utilised TenderHelp’s in-house graphic design capability. Our experienced graphic designer developed a professional visual identity for the bid, reflecting Havering Council’s branding, including its use of colour, fonts and visual style, while maintaining Cube’s own corporate identity.

We incorporated highlighted evidence call-outs throughout the responses to draw attention to key evidence and directly demonstrate how Cube met specific scoring requirements.
To effectively communicate complex processes, we also created bespoke hero graphics. For example, we developed a flowchart showing how access issues at properties would be managed. This presented a potentially complex operational process in a simple, easy-to-follow format.

A dedicated Social Value delivery timeline was also created, clearly setting out Cube’s proposed commitments and activities. This was particularly important given the prominence of social value within the Council’s requirements.
Throughout the process, we managed the bid programme from initial mobilisation through to submission, coordinating SME input, drafting, design, reviews and approvals to ensure that the final submission was strategically aligned, visually engaging and fully compliant with the framework requirements.

The Results

Cube Environmental was successfully awarded the contract, achieving an overall score of 80.44%.

The successful outcome secured Cube the £22m Asbestos Surveys Lot, supporting its continued participation in Havering’s public-sector procurement programme and strengthening its position in the local-authority asbestos services market.

The result also demonstrated the value of TenderHelp’s end-to-end bid management, strategic input and specialist bid-writing expertise in supporting an established technical business to compete successfully for a high-value public-sector framework opportunity.
