The G-Cloud Framework, now entering its 15th iteration under the reference RM1557.15, is a UK-government procurement vehicle administered by the Crown Commercial Service. It is designed to give public-sector organisations across the UK access to cloud-based computing services, including hosting, software and support. Although the initial G-Cloud was launched in 2012, the current version (G-Cloud 15) builds on the earlier iterations and offers a wide and evolving marketplace.

Here's what you need to know about G-Cloud 15:

What is the G-Cloud Framework?

The G-Cloud Framework serves as a catalogue-style procurement route where public-sector bodies can browse and purchase cloud services from suppliers who have already gone through a selection process. In the current reference (RM1557.15/G-Cloud 15), the lot structure has evolved. While earlier iterations had Lots 1 to 3 (hosting/infrastructure, software/applications, and cloud support), G-Cloud 15 introduces enhancements, including call-offs with and without further competition, and incorporates more integrated cloud compute services.

Specifically:
  • Lot 1a/1b: Core infrastructure or platform services (IaaS/PaaS)
  • Lot 2a/2b: Cloud software or SaaS-type services
  • Lot 3: Cloud-specific professional services/support

Who can use the G-Cloud Framework?

The G-Cloud 15 framework is accessible to many public-sector buyers across the UK, including central government departments, local authorities, NHS bodies, devolved administrations, and other public-sector organisations.

It also welcomes participation from SMEs and voluntary, community, and social enterprises (VCSEs) in supplying services. Access for non-profit or third-sector organisations depends on their status and eligibility under the framework’s buyer rules.

How does the G-Cloud Framework work?

Under the G-Cloud 15 agreement, suppliers list cloud-based services (including hosting, software and support) on a catalogue-type portal. Depending on the lot and scope, buyers can search through the offerings and then call off services either by direct award or competition. The framework is designed to simplify procurement, reduce administrative burden and cut lead times compared to full tender processes. It supports pay-as-you-go and off-the-shelf cloud solutions, making it easier for public-sector organisations to adopt cloud technologies.

Why use the G-Cloud Framework?

There are several benefits to using the G-Cloud Framework, including:
  • Streamlined procurement: Using a pre-qualified supplier list and catalogue structure, buyers can avoid lengthy complete tender procedures, accelerating service access.
  • Competitive marketplace: With many suppliers (including SMEs) competing under the framework, there is potential for better value and innovation in cloud service provision.
  • Wide-ranging choice and flexibility: The framework covers infrastructure, platform, software, and support services, enabling organisations to select the best fit for their requirements and scale usage up or down as needed.
  • Reduced supplier risk: Suppliers listed under the framework have met eligibility criteria, giving buyers greater confidence. With G-Cloud 15, the procurement model also introduces clearer evaluation and financial standing requirements.

The G-Cloud 15 Framework is a valuable route for public-sector organisations to access approved cloud computing services quickly and transparently. It simplifies procurement, promotes competitive pricing, offers flexible solutions, and reduces the risks associated with traditional tendering.
